‘Reimagining Devon’ – time to send off final proposal for councils shake up

Torridge council leader Ken James reflects on the looming local government shake up deadline for Devon and urges people to support their local shops this Christmas

Last week, Torridge District Council published our proposals for reshaping and reimagining the future of local services in Devon.

It is almost 12 months ago that the government announced plans to simplify the structure of local government across England.

Areas such as Devon, which currently has a two-tier system comprising a county council and district councils, have been asked to develop new unitary authorities.

Last week, we published our proposals for reshaping and reimagining the future of local services in Devon. We’ve been working alongside East Devon, West Devon, South Hams, Teignbridge, Mid Devon and North Devon councils and in consultation with Torbay Council, to shape a proposal.

Each council will formally consider approving the proposal at their own respective meetings this week prior to the deadline for submission of proposals on Friday, November 28. 

Once final proposals have been submitted, the government will decide how local government is restructured in Devon. We will keep you updated throughout the process, although we don’t expect a final decision until summer 2026.

In the meanwhile, it is still very much business as usual for us! This year, Torridge District Council is supporting Small Business Saturday, by providing free parking in its car parks across the district on Saturday, November 29. 

Also, to support consumers and business owners and in partnership with the local town councils, there will also be a number of free parking days throughout December as an incentive for people to shop locally and to engage in festive community events.

In Bideford on Saturday, December 6 and 13, there will be free parking from 10am at Bridge Street, The Quay, The Manor and Bridge Street car parks. In Great Torrington, Sydney House car park will be free all day on Saturday, December 6, 13 and 20. 

Where we choose to spend our money matters and can end up making a real difference. The festive season is an important trading period for businesses and Torridge is in the lucky position of having many high quality and unique independent retailers right on its doorstep.

We hope the free parking days will support and encourage our communities to explore our high streets at a vital time for local businesses, allowing them to thrive and grow. 

By opting to shop locally and use small businesses, we can all contribute towards a more vibrant and diverse economy that promotes not only a more sustainable lifestyle but contributes towards a community-focused economy.
