A planning application has been submitted to Exeter City Council seeking permission to convert a residential property in Topsham into a children's home for young people with learning disabilities and autism.

The application relates to Greenbank on Old Rydon Lane, a property that was previously used to provide care for adults with similar needs.

If approved, the home, on the outskirts of Exeter, would be registered with Ofsted and provide care and support for up to four young people.

The proposal comes from idem living, a social care provider of children's homes and supported living services, with offices in Taunton and Merseyside. The company currently operates six children's homes across the South West and Merseyside, all of which are registered with Ofsted.

Rob Gillespie, Managing Director of idem living, said the change of use from the property's previous adult care function should have minimal impact on the surrounding area. "In essence, there's very little that should change between the previous use of the house and our planned use," he said.

Mr Gillespie said young people living at the home would become embedded in the local community, using nearby shops, sports centres and other facilities. The company also intends to recruit staff locally.

He added that idem living takes an active approach to community relations when opening new homes, saying: "When opening a home we plan with our teams how we should be good neighbours and be actively involved in our local community."

Mr Gillespie said the company's Ofsted record was central to its approach. "We have a very positive reputation with Ofsted and we want to ensure that continues," he said.

The application is currently pending consideration by Exeter City Council.
