Devon County Council has approved a new Brighter Futures Action Plan (2025–2028) to help young people across the county move confidently into education, employment, or training.
The decision was made at a Cabinet meeting on Wednesday, October 8. The three-year plan sets out how the council will work with schools, employers, and local organisations to support young people aged 16 to 25, with a particular focus on those with special educational needs and disabilities (SEND), care-experienced young people, and others who may be struggling to find their next step.
The initiative aims to make Devon “the best place to grow up” for those in or leaving care, offering tailored support to ensure no young person is left behind.
In practical terms, the plan promises additional mentoring and internship opportunities, more personalised pathways into further learning or employment, and strengthened one-to-one support during key transition periods for care-experienced young people.
The Brighter Futures Action Plan forms part of the council’s wider strategy to build a positive and inclusive Devon where every resident can access the skills, learning, and opportunities needed to thrive.
Key features of the plan include:
Personalised mentoring and support for vulnerable young people to build confidence and identify opportunities.
More supported internships and work placements, particularly for care leavers and those with additional needs.
Improved access to transport and digital resources, addressing rural isolation.
A new Job Quality Charter to encourage local employers to offer meaningful, secure jobs with prospects for progression.
Locally tailored Youth Offers to ensure that support and opportunities are available close to home.
The council said the plan was developed with significant input from young people, whose lived experiences and ideas helped shape its priorities.
Councillor Julian Brazil, Cabinet Member for Children’s Services and Education, said:
“We want every young person in Devon to feel supported, valued and hopeful about their future. This plan is about practical help, and providing real opportunities that make a difference.”
Keri Denton, Director of Performance and Partnerships, added:
“Brighter Futures is about working together – families, schools, employers, and communities – to give young people the tools they need to succeed.”
The plan will be implemented through existing local and national programmes, with regular progress reviews to ensure its objectives are being met.
