Council steps in as damp and mould cases rise across West Devon Image- Sebastian Dahl
West Devon Borough Council has launched a new campaign to help tenants and landlords deal with damp and mould in rented homes, following growing national concern about the health risks linked to poor housing.
The issue has been under renewed scrutiny since the death of two-year-old Awaab Ishak in Rochdale in 2020.
Since then, the Government has issued new guidance and brought in laws for social housing providers, which came into force in October.

The council says its new campaign aims to support early action and prevent similar problems locally.
It is encouraging both landlords and tenants to report concerns as soon as they appear, so issues can be fixed before they become serious.
As part of the campaign, a new online form has been launched for tenants who have damp or mould problems that have not been resolved.
Landlords can also access information on their responsibilities and advice on maintaining their properties.
A dedicated section on the council’s website now includes guidance on how to recognise damp and mould, tips on preventing it, and legal advice for landlords.
Cllr Mark Renders, West Devon Borough Council’s Lead Member for Housing, said: “Everyone deserves a healthy home. We’re working closely with landlords and tenants to make sure properties are safe and properly maintained. By acting early and working together, we can stop small problems turning into major health risks.”
More advice will be shared over winter, when cold weather increases the risk of condensation and dampness in homes.
Residents can also seek help from organisations such as Citizens Advice and Tamar Energy Community.
These groups offer practical support on reducing moisture, improving ventilation and making homes more energy efficient.
Kate Royston, a director of Tamar Energy Community, said: “We work with, and visit, many households across West Devon and a key part of our advice and support is in helping households better understand the importance of moisture management in the home, along with adequate ventilation, heating and insulation, to help avoid or deal with damp and mould.
“We welcome this initiative from West Devon Borough Council highlighting the importance of paying attention to managing moisture and damp and mould problems and look forward to continuing to work together to reduce the occurrence of damp and mould across the Borough. Householders are welcome to get in touch with us if in need of support.”
West Devon Borough Council says the campaign is part of its wider work to improve housing standards and support public health across the area.
